Djokovic, who requested a special permission to enter the United States as an unvaccinated foreigner, had his request denied by the US authorities.
Last year, Djokovic waited until the last moment and pulled out of Indian Wells after the draw was already made.
This year, Djokovic promised he would pull out of Indian Wells earlier if it became clear that he would not be allowed to play.
Djokovic out of Indian Wells, 2021 runner-up Basilashvili inFollowing the withdrawal of Djokovic, a place in the Indian Wells main draw opened up for five-time ATP champion Basilashvili.
Basilashvili, 31, is now set to make his sixth main draw appearance in Indian Wells.
Basilashvili's best Indian Wells result came in 2021, when he reached the final before losing to Cameron Norrie.
On the other side, Djokovic will be out of action for a couple of weeks.
On Friday, Djokovic said he would return to action at the Monte Carlo Masters in case he was denied participation in Indian Wells and Miami.
"Obviously, the one problem being that he still cannot come to the U.S. If he doesn't play Indian Wells and Miami in March (it will be tough), they're supposed to lift those mandates by mid-April. It would be nice to see if we could maybe lift those a little earlier and have him come to play Indian Wells and Miami. I think he wants to play, so we should give him the chance. Hopefully, we can have him there. I mean, it would be a disgrace in my eyes if he wasn't coming to these events, or not allowed to come," Haas said in January.
